THE FUNCTION OF METALLIZATION, PRIVATIZATION, OMMERCIALIZATION AND STANDARDS IN EDUCATION AS A RESULT OF GOVERNMENT’S SELF- LEVELING FROM THE FINANCE OF EDUCATION

Abstract

The capitalist system’s entry of a crisis from the 70s has facilitated the "meta" of education, which first led to changes in the provision of educational services. Presentation of the education service at a price does not mean that the education is used for the value of usage but for the value of change. This has opened the way for privatization, commercialization and standardization applications. The increase in the amount of money collected with more than thirty items under the name of "donation" from the school components and the increase in the amount of money collected with these items shows that the education has been marketed by the state. When the educational service is converted into a marketable commodity for which the citizen with the cost of education can benefit, the one who does not benefit from it, or the less educated, there are alternatives that allow the middle and upper classes to give up state schools and the schools of social classes have differentiated. The abandonment of middle and upper class public schools weakened the struggle for education as a public service free and equal for all, and the working classes were not able to demand such a right from the government. On the  other hand, the principle of 'gaining good', which is generally accepted among the citizens, has transformed the measurement and evaluation system into a screening mechanism and the central examinations, classrooms and private tutoring sector helped to create a giant examination economy. According to the report by ISMMMO (2010), the five major examinations held in Turkey (OSS, KPSS, SBS, Driving License Exam, Private Security) economy a total of 4 billion 95
million TL. By bringing some standards the state will make some exams in order to measure the quality of the social good and make the inspection easier. This study aims to point out how a government has to offer a basic service to all its citizens irrespective of whether it is a public service, especially how it has been 'pricing' since the '70s, and how the profit-oriented enterprise has marketed its educational system. In this direction, concepts of commodity, privatization, commercialization and standardization will be examined and the transformation of the Turkish education system will be discussed together with these concepts.
