Determination of Entitlement Distribution Criterions on Urban Regeneration Projects Which Implemented by Public in City Center

Abstract
In the case of developing countries, the need for housing has not been a problem in large measure. Because developing
societies are to head towards cities. The unplanned growth and unhealthy settlements conditions because of population generated
by this orientation cause the cities to become unable to meet the need for housing. Another problem arising from effects of the
rapid population growth in cities and unplanned growth is traffic. Roads are inadequate due to increased construction, parking
problem is increasing exponentially. Moreover, resistance to earthquake of these structures is another problem as well. In order
to solve these problems of the cities, the urban transformation studies which started in the 1980s have gained speed in the last 6
- 7 years with the movement in the construction sector. However, singular building renewal practices can not fully solve urban
problems, besides making buildings healthier in terms of resistance to earthquake. On the other hand, it is very difficult to agree
on all rights holders in collective regeneration applications because of every rights holder’s individual desire differences.
However, in order to solve the problems of cities in the sense of city planning, the necessity of collective regeneration which
aplied by public emerges as an essential necessity. What needs to be done here is to provide solution with rights holders in the
collective regeneration area by finding a common and compromising way. In this study, criteria were set together with the public,
private sector, and academicians who were experts in the field, in order to establish the bases of the distribution of entitlements,
which often hamper the implementation of collective urban regenaration.
