In this study, the main contributions of establishment of Kartepe Test and Research Centre (KARTEAM) project funded by East Marmara Development Agency (MARKA) within the scope of financial support program in 2016 is explained for applied technical education and laboratory substructures.

In the recent years, it places great importance to increase and progress production technologies by way of strengthening industrial substructures in our country. In order to achieve required capacity and quality on industry, it is necessary qualified workforce having sufficient technical background and perfection. In this context, the main responsibility of secondary and higher education, give technical education, is to provide workforce having adequate knowledge to serve changing and developing industrial production technologies. Many education institutions try to train expert with restricted source and laboratory substructures. But they fail to satisfy over against rapidly changing technologies and increasing day by day demand skilled labour. In an institution, gives applied technical education with inadequate substructures, cause to be trained insufficient workforce. Within this scope, it is necessary to construct a training environment with strong substructures and owing current technological equipments.

The project namely establishment of Kartepe Test and Research Center (KARTEAM) has been funded by East Marmara Development Agency (MARKA) submitted by Kocaeli University and Kocaeli Chamber of Industry partnership with in the scope of Development of Production Infrastructures Small Scale Infrastructure Funding Program in 2016. The project budget is 1 million Turkish Lira (TL) 75% funded by MARKA; and the project duration is 24 months. Approximately 750.000 TL budget is used for purchasing test equipment‟s for KARTEAM test center. KARTEAM was established in Kocaeli University Uzunciftlik Nuh Cimento High School in Kartepe region. KARTEAM had been provided test and research development service to the companies in automotive subindustry, metal and welding production sector in East Marmara region. In all project activities had been executed by University academic personal in High School. The project will be a real implementation of public university and industry partnership by serving test and R&D mission with public funding for related industry companies in region.

During project preparation, with help of Kocaeli Chambers of Industry has been done test requirements analysis of the companies in the region. All the test equipment‟s funded by project has been determined by this test requirement analysis. In KARTEAM project, one service office and three test laboratory, non-destructive testing laboratory, destructive testing laboratory and sample preparation laboratory, have been created.

All KARTEAM services will provide test services in accordance with ISO9001:2015 Quality Management System. In addition, TS EN ISI/IEC 17025 Laboratory Accreditation process will be started in project duration and KARTEAM will be served as an accredited Laboratory
