Analysis of Premium System Applied in Turkey and Evaluation from The Producer Aspect (Sample of Osmaniye/Kadirli)

Abstract

This study was carried out to determine the status of Turkey's agricultural support, premium system and the effect of premium payment on the producer. Firstly, in this study was examined the effect of premium system application on cotton, sunflower, soy and corn products in the scope of agricultural supports in 1987-2010 period. Granger causality test was used to determine the relationship among production area, product prices and premium payment given in different years for these agricultural products. Secondly, the surveys were conducted face to face with 202 centers of different age, education, and production area and product design from 8 villages in Osmaniye Kadirli district. According to Granger causality test results can be said that, the premium payments for supporting sunflower, soybean, corn and cotton have a significant effect on market prices of sunflower, soybean, corn and cotton in Turkey. According to the results of the survey data, it was seen that the producers' outlook on agricultural supports was generally negative. It is important that the problem of ownership of lands and the sharing of inheritance is an important issue to be solved in order to benefit from agricultural supports.
